This position is located within the IT Security Office (ITSO) of the Department of Technology Services (DTS).
Duties
The incumbent is a recognized procurement expert that has successfully managed the acquisition and management of various technologies and services associated with defensive cyber operations, IT testing and assessments, cybersecurity engineering, and IT systems development and management. The incumbent performs daily tasks related to contract administration and oversight during the pre-award, evaluation and post-award phases for various IT project and services contract and ensures all judiciary acquisition rules are followed in the execution phase of contracts. The incumbent coordinates with across the office on contract modifications, works with the vendor on service delivery, and collaborates on funding, and ensures timely reconciliation and payment of invoices.
Duties of the position include, but are not limited to:
Developing contract requirements analysis documents; perform market research; prepare independent government cost estimates and cost benefit analysis; and monitor the cost, schedule, and performance parameters of all assigned contracts.
Developing supporting documentation such as statements of work (SOWs), statement of objectives (SOOs), Performance Work Statements (PWSs), funding information, schedules of deliverables, and other contract-related documents.
Reviewing and assisting division CORs with acquisition activities to include, but not limited to, the development and review of Independent Government Cost Estimates, and the processing of contract invoices.
Creating and delivering compelling written and oral presentations and work products to a range of audiences from IT practitioners to executive level management.
Collaborating with the Vendor Management Branch and Procurement Management Division PMD to ensure successful contract awards and completion.
Serving as technical liaison between ITSO, the Contracting Officer, and the contractor.
Ensuring satisfactory performance of effort and timely delivery of services, as set forth in the contract.
Serving as liaison between contractors and the government contracting officer to identify and resolve issues.
Monitoring contractor's compliance with contract terms, conditions, and specifications. This includes providing timely, consistent, and comprehensive oversight of assigned contracts, delivery orders and task orders.
Maintaining a COR file system to record performance in all acquisition phases, including requirements development; pre-award activities; post-award contract administration; and termination/closure of contracts.
Collaborating with other DTS CORs and the Vendor Management Branch on improving and streamlining acquisition processes across the Department.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience:
Managing moderate to highly complex federal IT contracts; and
Formatting, executing, reviewing, evaluating and justifying resource requirements for complex programs.
Desired, but not required: A current Federal Acquisition Certification for Contracting Officer's Representative (FAC COR) Level II or Level III.
