This position is located in the Department of Health and Human Services, Office of the National Coordinator for Health Information Technology, headquartered in Washington, District of Columbia.

Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Management Analyst (Human Capital), you will use your knowledge of and experience with the Office of the National Coordinator for Health Information Technology (ONC) to optimize business results and customer experience by: Providing advice and guidance to management officials, technical and administrative personnel for the development, coordination, and execution of local and national human capital programs. Serving as a liaison between the ONC and Staffing Recruitment & Operations Center (SROC) for organizational recruitment/staffing efforts and other personnel actions including all appointment types, Senior Executive Service (SES) actions, awards, details, promotions and various recruiting scenarios. Organizing and delivering briefings to present findings solutions and recommendations to managers and prepares opinion papers and similar staff reports. Independently developing reports, position descriptions, general correspondence and reviewing requests for staffing and/or classification for submission to SROC for final review and approval. Planning, analyzing and evaluating the effectiveness of programs and program operations specifically related to workforce planning and organizational development. Assisting in researching and developing manpower guidance, forecasting future needs of the ONC, particularly in the specialized area of health IT professionals. Coordinating the establishment of performance plans for new and current employees, all mid-year reviews and ensures completion of final rating and reviews for all employees. Participating in discussions, meetings, conferences and conference calls with agency administration, senior subject matter and technical personnel and other federal agency officials to secure and provide information, to investigate facts, to present conclusions, recommendations, and alternatives, to obtain concurrence and develop alternate courses of actions, and to mutually resolve problems.

Qualifications

WHAT WE ARE LOOKING FOR Basic Qualifications: (if applicable) Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least three (3) of the following: 1. Advising program managers in the area of Human Capital recruitment and staffing to include special appointment authorities (i.e. Persons with Disabilities, intern programs, and/or veterans) for strategic hiring and placement. 2. Monitoring and evaluating workflow and continuous process improvement activities to increase program efficiencies. 3. Researching and interpreting Human Capital related policies and standard operating procedures to educate the organization. 4. Serving as a lead or point of contact to provide oversight of a Human Capital related initiative or activity. Documenting experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC.
