The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. The Financial Operations Division (AFM-200) manages the various financial management systems that ensures FAA meet its mission. The Delphi Service Branch (AFM-220) serves as the system and functional lead for maintaining the FAA’s core financial management system (DELPHI), which is shared by all FAA regions, centers, and Headquarters.

Duties

The Systems Accountant provides functional systems support, including managing and tracking business and system requirements; system testing and implementation; and deploying system upgrades and maintenance for the FAA's integrated federal financial system in compliance with laws and regulations as defined in OMB Circular, A-123, the Department of Treasury mandates, and the FAA’s internal financial control policies and procedures. Collaborates with FAA Line of Business (LOBs)/Staff Offices (SOs) to develop applications, complete system upgrades and installations, and implement system enhancements to meet the agency’s financial management requirements.

Qualifications

IN ADDITION TO MEETING THE BASIC EDUCATIONAL REQUIREMENTS BELOW: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.SPECIALIZED EXPERIENCE IS DEFINED AS: Experience with financial management systems to include support of mandatory financial reporting requirements and system requirements.You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.Answer all questions to the best of your ability. DO NOT ASSUME THAT BECAUSE YOU HOLD, OR HAVE HELD THIS POSITION, YOU WILL AUTOMATICALLY BE FOUND ELIGIBLE. If it is determined that interviews are required and telephone interviews are not utilized, travel expenses incidental to these interviews will be paid in accordance with the Agency’s travel regulations and this Agreement.

Schools must be accredited by an accrediting institution recognized by the U.S. Department of Education. Accreditation may be verified at the following website: www.ed.gov/accreditation.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.

Basic Requirements

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

If you are a current or former Federal employee, and you currently hold or previously held a position classified in the 0510 occupational series, you are not required to submit a college transcript provided you upload a copy of the SF-50, Notification of Personnel Action, verifying your classification in the 0510 occupational series.

Applicants, who are not currently in the 0510 occupational series in the Federal Government and fail to provide a copy of an unofficial or official transcript will not receive further consideration for this vacancy.
