This position is located in Complaints Management and Investigations Division.
As an Investigative Specialist, you will serve as the primary investigative point of contact for agency personnel conducting serious non-criminal investigations into integrity or misconduct allegations.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Conducts research and analysis of social media information, investigations, participates in fact finding and supports other investigative personnel where information indicates integrity or misconduct allegations have been detected.
Utilizes commercial databases and publicly available information, not limited to information posted on social media websites to obtain background information.
Conducts searches for key terms and posts relevant to the allegations, and detailed analysis to find and collect direct or corroborative evidence of activities.
Employs advanced qualitative and quantitative techniques to analyze and recognize patterns in social media relationships to conduct e-searches on subjects under investigations.
Assist in the management of OI Intake Branch complaint receipt and analysis of employee misconduct allegations from a variety of sources.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/16/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/16/2024.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Assist with complex investigation involving social media including Facebook, Instagram, LinkedIn, etc.;
Conduct investigations requiring detailed computer forensic tools and techniques;
Research evidence of investigative activity within digital media and electronic devices and documenting those findings; and
Analyze the effectiveness of collected social media and prepare reports for review.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Independently conduct complex investigation involving open-source internet searches including social media;
Lead investigations requiring detailed computer forensic tools and techniques;
Identify evidence of investigative activity within digital media and electronic devices and documenting those findings; and
Generate comprehensive evaluation reports and summary case assessments of employee misconduct for upper level management.
