This position functions as Deputy Assistant Director in the Headquarters office of Enforcement and Removal Operations. This position plans, directs, manages, and coordinates operational functions relating to the identification, apprehension, transportation, and detention of noncitizens ordered removed; execution of final orders of deportation; and liaison with Departmental, interagency, and community partners.
Duties
As the Deputy Assistant Director, Targeting Operations Division (TOD), Enforcement and Removal Operations (ERO), you will be responsible for:
Direction and management of the Division to efficiently achieve specified mission goals and objectives.
Providing advice and counsel to the Assistant Director on operational, planning, budgetary, and management issues that span TOD operations.
Planning, managing, and devising technology requirements for identification, support, targeting, and lead generation services, including ad-hoc services supporting ERO enforcement operations.
Ensuring consistent understanding, implementation, and compliance with all relevant laws, regulations, policies, and procedures pertaining to TOD programs in support of DHS, ICE, and ERO missions, goals, and objectives.
Operationalizing new policy, mandates, and legal decisions as they relate to targeting and enforcement operations.
Responding to requests for information or concerns, and proactively briefing other leaders on sensitive programs or activities.
Establishing, fostering, and maintaining working relationships with counterparts;
Coordinating with other law enforcement officials at the highest levels of Federal, state, and local governments, Intelligence organizations, and international law enforcement entitles.
Directing a staff of law enforcement and support personnel and making decisions on work problems presented by subordinate supervisors, evaluating subordinate supervisors' performance and reviewing evaluations.

(1) BASIC QUALIFICATIONS:
As a basic requirement for entry into the Senior Executive Service (SES), you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.
As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
Supervising the work of employees, developing policy and other executive functions.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.
(2) EXECUTIVE CORE QUALIFICATIONS (ECQs):
The Fundamental Competencies within the following five ECQs are also a part of the selection criteria for SES positions. The ECQs were developed to assess executive experience and potential and do not evaluate technical expertise. ECQs measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Current and former SES members and graduates of approved Candidate Development Programs do not need to submit ECQ narratives but you must clearly state your status in your resume. However, ALL CANDIDATES must submit narrative responses for the Technical Qualifications listed below.
(3) TECHNICAL QUALIFICATIONS - Mandatory
Demonstrated in-depth knowledge of ICE's enforcement and targeting programs, including policy, operations, systems, management and planning, and compliance.
