The position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Southern Nevada Healthcare System (VASNHS) in the Office of the Director, Quality, Safety, Value (QSV). Acts as the Controlled Substance Coordinator (CSC) and is responsible/accountable for the administration of nationally mandated Controlled Substance Inspection Program (CSIP) in coordination with VHA Handbooks 1108.2 and 1108.1.

CSC selects and appoints the Controlled Substance Inspectors (CSI), through the hospital director, makes all the monthly assignments for the CSI. Makes monthly assignments to assure that all areas with controlled substance medications are inspected each month by the CSI or completes the inspection if CSI is unable to complete inspection for any reason to ensure each area is inspected each month. Ensure that the weekly inventories are completed by the individual units. Serves as an educator who works one on one with the inspectors at initial training and then as a consultant to the CS inspectors to ensure their ongoing competency. Assists managers with CareFusion reports and completes chart reviews at the request of managers who may have nurse with suspicious behavior. Works directly with VA Police and OIG regarding suspicious behavior of staff. Compiles and analyzes the monthly CS report and quarterly summary and reports the findings to the VASNHS Director, Pharmacy Management, Nursing and Quality, Safety, Value (QSV) Board, VA Police, Chief of Research and VISN. Tracks and trends for any suspicious activity that may be a potential diversion and assists with investigation into any suspicious behavior. Duties include but are not limited to:
Responsible for coordinating medical center's-controlled substance inspection program.
Accepting substantial and on-going responsibility for directing and managing the Controlled Substance Program, which supports the mission, goals, and objectives of VASNHS, VISN 21, and VHA.
S/he is the VistA Controlled Substance Package subject-matter expert for controlled substance data collection.
Completing the nationally mandated training program, as well as ensuring inspectors complete nationally mandated training as well as locally developed orientation program.
Assigning inspections selectively based on complexity, scope, and the inspector's experience, and ensuring monthly unannounced inspections are completed accurately and timely.
Ensuring that inspectors physically count and verify the accuracy of controlled substances at each site, verify change of shift counts and verify the presence of required number of medication orders to support dispensing activities.
Providing a monthly summary of findings (including discrepancies) to the Medical Center Director.
Ensuring that all discrepancies are reviewed and resolved, when possible, by the area supervisor and entered the report.
Reviewing and analyzing inspectors' reports and preparing quarterly reports to the Medical Center Director summarizing identified discrepancies, problematic trends, and potential areas for improvement.
Controlled Substance Coordinator initiates and participates on interdisciplinary projects, committees, teams, quality improvement projects, etc. with the aim of improving patient outcomes in the management of complex client care or the systems and processes of the organization/ service.
Initiates, leads, and participates in quality improvement activities to collect data, analyze results, and recommend practice changes that will minimize risk to the controlled substance program and identify any potential diversion.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working knowledge of the organization and structure of the medical center's-controlled substance inspection program. Incumbent must have knowledge of laws and regulations governing controlled substances and the healthcare industry standards. Knowledge and ability to apply analytic principles, theories, and techniques to the controlled substance inspection program, with a degree of resourcefulness and ingenuity. Knowledge of the medical center's-controlled substance inspection program sufficient to identify compliance risks related to specific service lines, functional units, or individual positions. Knowledge of the interrelationships of Medical Center service lines or departments to address compliance issues that may span several departments, resulting in increased Medical Center compliance risk. Knowledge of an ability to use the hospital computer system (CPRS/VistA) and a practical knowledge of electronic systems such as personal computers, as well as working knowledge of computer applications and software (e.g., Microsoft office products). Must have a sound fundamental knowledge of the medical center's-controlled substance inspection program and a high degree of skill in oral and written communications, a sound grasps of analytical methods, and the capacity to deal effectively with people at all levels in the organization.

To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LLM. if related.
