Duties
The primary purpose of this position is: To serve as Civilian Harm Mitigation and Response (CHMR) Red Team Specialist for planning, organizing, and analyzing policies, regulations, directives, doctrine, and procedures supporting the Civilian Harm Mitigation and Response Action Plan (CHMRAP).
Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of the CHMR into SOF military operations by employing USSOCOM operational experience.
As a SOF functional subject matter expert and USSOCOM CHMR Red Team representative to the Joint Staff J-7 and Inter-agency partners operational steering committees and working groups, represents USSOCOM on functional capability boards and collective meetings to generate plans, guidance, agreements, and technical initiatives.
Interfaces with headquarters, military Services, joint staff, and interagency personnel on CHMR methods, analytical techniques, and computer-based technical functions.
Coordinates the internal and external contributions of CHMR and knowledge management professional members and specialists noting issues and resolving differences.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

This position is designed by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs, and (B) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
Highly desired educational and experience requirement: Post-graduate level education in the fields of Applied Cultural or Social Anthropology, Social Psychology or Human or Cultural Geography and several years of field experience working within organizations that maintain a research portfolio related to the civilian environment, civilian protection or CHRM (e.g., USAID, Peace Corps, ICRC, FEMA, or an NGO at a similar level).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of CHMR policy, directives, instructions, and guidance as it relates to Joint Force development, readiness, operational planning, and support of DoD and other USG department and agency operations and programs for all CHMRAP objectives; Expert knowledge of management and organizational principles for analyzing and determining mission effectiveness and an in-depth level of historical and experiential knowledge of USSOCOM mission, objectives, and operational philosophy; Expert level skill in working under tight deadlines and the demands of senior civilian and military leaders sufficient to coordinate and engage with various DoD and USG agencies, as well as interpret complex guidance and present timely recommendations, courses of action, alternatives, and solutions to complex operational and CHMR problem sets.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the training of personnel involved with special operations. Expert knowledge of and experience in Special Operations core tasks and United States Special Operations roles, missions, and functions and how they synchronize within the whole of government. Individual must have a broad knowledge of USSOCOM, Special Operations capabilities, and systems and procedures of the other key national agencies interacting with USSOCOM.
Knowledge at the expert level in one or more of the following subject matter areas: 1) Joint SOF Doctrine/SOF C2 structure; 2) SOF Air Operations, 3) SOF Maritime Operations, 4) Unconventional Warfare, 5) Counterterrorism; 6) Military Information Support Operations (MISO); 7) Civil Affairs (CA) Operations; 8) Foreign Internal defense (FID); 9) Counterinsurgency, 10) Multi-National Special Operations, 11) Irregular Warfare and 12) Interagency Activities and Interoperability. Knowledge of National Strategy, National Military Strategy; USSOCOM organization, roles, and missions; NATO, Coalition and SOF, and joint/ Combined/ Coalition capability development activities.
In-depth knowledge of ground to ground, ground to air, air to ground, and naval fires systems. Experienced in planning tactical through strategic level fires. Expert in SOF Joint Terminal Attack Controller (JTAC) operations and training requirements. Can assess the suitability and applicability of Fires systems to meet SOF requirements.
Extensive and detailed knowledge of DOD, Joint Operations, Military Services, Combatant Commands, USSOCOM Manual 350-5, Joint Publication (JP) 3-09 Joint Fire Support, JP 3-09.3 Close Air Support and Service manuals / instructions, and Joint Fire Support Executive Steering Committee (JFS ESC) Action Plan (AP) Memorandum of Agreements, and unified command structure and relationships, policies and procedures, principles of Security Force Assistance and related programs.
Skill to communicate effectively, both orally and in writing; negotiate complex issues at the highest levels of DOD; maintain good working relationships with ASD-SOLIC, the Joint Staff, the Combatant Commands, the USOCOM Service Components, the Theater Special Operations Commands, and USSOCOM J-Staff.
Ability to interpret high level guidance plans, organize ideas, and work with others to translate into appropriate Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) strategies and programming. Ability to interpret and research frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood guidance; gather data, assemble and analyze facts, conduct analysis, and draw solutions to problems; create alternative solutions to complex problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
