Qualifications
Qualifications: Bachelor’s degree in information technology, Public Administration, Human Resources, or other administrative and management fields preferred, specialized experience can be substituted (i.e., 7-10 years of relevant experience administering and implementing federal or private sector payroll, benefits, or financial systems, programs, practices, procedures, and related laws).Experience in applying human resources personnel payroll concepts and practices, as well as consultative skills.Experience in the operation and maintenance of system programs and equipment.Experience in using knowledge of research, fact-finding, and evaluative techniques in order to perform research and analyze results.Experience as a specialist or analyst for major payroll human resource functions or equivalent organizations.Certified Payroll Professional (CPP) or comparable professional certification preferred.Subject matter expertise in ad hoc data query and report generation relating to federal payroll practices and programs.Ability to assimilate detailed information as it relates to design, functionality, programming, and documentation. Ability to evaluate viewpoints and proposals and make feasible, logical recommendations. Knowledge of program/project administration and management; ability to coordinate and implement projects as well as cyclical system-related tasks. Working knowledge of various automated office systems and software programs including, but not limited, to Lawson, Image Now, and Peoplesoft; ability to provide technical systems support as needed. Knowledge of programming/development using data analysis tools including Excel, HRWriter, Add-Ins, and ACL. Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
