This position serves as the emergency disaster manager for the Business Office Service line ensuring preparedness for both internal and external disasters. This position will engage with leadership, service officers, active-duty service members, Veterans, families, and the community regarding VA healthcare benefits. This position is responsible for all activities in the Enrollment and Eligibility section.
Duties
Duties include but are not limited to:
Works as the Emergency Disaster Manager for the Business Office service line and develops information as needed.
Serves on the Incident Command whenever the incident command is stood up.
Participates in Local, VISN, State, and Regional councils.
Educates newly discharged service members of the VA eligibilities regarding but not limited to: health care, travel, dental, compensation and pension, medications, prosthetics.
Speaks with leadership, service officers, active duty service members, families, Veterans and the community about VA benefits.
Creates reports and executive summaries of work completed through demobilization efforts and keeps management aware of any proposed regulatory changes that impact the program.
Independently recommend strategies on addressing gaps identified or encountered in patch testing or project management.
Provides proper liaison between the NWIHCS and the Regional Counsel.
Responsible for all activities in the Health Benefits section of the Business Office.
Effectively monitors workload reporting mechanisms to ensure workload is accurately reported and appropriately reflects medical center activity.
Work Schedule: Monday - Friday, 7:00 - 5:00pm (TBD)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Work Environment: Work is accomplished in a normal office area. The person routinely goes to most sections and buildings, including offices, clinics, and wards.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-11 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to study the efficiency and effectiveness of program operations. Preparing recommendations for legislation to change the way programs are carried out. Monitoring workload reporting mechanisms to ensure workload is accurately reported. Communicating verbally (and in writing) presenting proposals, recommendations, status reports, etc., to committees, executive management, and department staff. Leading, managing, supervising, and coordinating all aspects of a program. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
