This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Works for the Army Review Boards Agency (ARBA), Arlington, VA. under the Senior Medical Advisor.
Duties
Serve as medical case analyst and voting member on Army Review Boards Agency boards on cases involving behavioral health-related issues.
Serve as a subject matter expert in a highly technical and specialized area of psychological health research and advisory services.
Advise the Senior Medical Advisor on activities and functions pertaining to the evaluation of service-connected behavioral health issues and psychological health programs and projects.
Provide medical expertise primarily pertaining to behavioral health issues, case review and reassessments, and medical interpretations to the requesting boards and panels of the agency.
Continually research, prepare and present briefs and advisory opinions concerning all cases involving medical issues or related policy interpretation.
Routinely ensure the final assessment and individual final vote is fair and accurate and is conducted in consonance with all applicable guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.
- One year trial period may be required.
Qualifications
Position may be filled as time-limited appointment Term NTE 3 years. This position is a TERM position. It is time-limited and may be extended up to a maximum of eight years.
Employees who accept time-limited appointments (to include employees with personal competitive status) will be placed in a non-status appointment and will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment.

Basic Requirement for a Clinical Psychologist:
Degree: Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes performing case review to make appropriate board determinations; providing advisory services on Behavioral health issues; and providing verbal and/ or written medical advisory opinions in response to appellants' contentions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
