This position is located in the Office of the Chief of Financial Officer (OCFO) Associate Chief Financial Officer for Shared Services (ACFO-SS), Transparency and Accountability Reporting Division (TARD). . Incumbent serves as a Management Analyst utilizing a professional knowledge of analytical principles and procedures in carrying out complex assignments.

Duties

Leads activities to improve performance on the USDA Digital Accountability and Transparency Act (DATA Act), including DATA Act and policy requirements for supplemental funding. Develops, maintains, and opines on grants policy and processes for use by grant-making agencies within the agency. Plans and develops revised procedures, instructions and guidelines that result in the improvement of grants administration, financial management planning, performance measurement, and related policy implementation. Participates in projects, special analysis, and studies with GAO, Treasury, GSA, and other agencies. Prepares procedures, manuals and internal control processes for accountability and transparency reporting. Utilizes Federal financial assistance, procurement and financial accounting data and systems to prepare reports on Federal financial assistance and procurement reporting.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: GS-13 - Have one year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent responsibility in the private sector/pay sector/ pay systems to equipped you with the competencies to successfully perform duties as a Management Analyst such as: Comprehensive knowledge of the Federal statutes and Government-wide policies, rules and regulations that affect financial and grant management to determine optimum functional operation in terms of such considerations as organization design, work processes, and cost reduction as well as the ability to analyze grants applications including making assessments of a prospective awardee's eligibility and financial viability. Time in grade: Merit Promotion (Current Federal)applicants must meet applicable time-in­-grade requirements to be considered eligible. Applicants must have on year of specialized experience at the next lower grade to be considered for the higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).
