This position is located in the Department of Veterans Affairs (VA), Mid Atlantic Health Care Network (VISN 6), Richmond VA Medical Center. This position is assigned to the Health Administration Service (HAS) and physically located in the Health Benefits Unit (HBU) as a Supervisory Medical Support Assistant for Health Administration Service.
Duties
The Supervisory MSA plans and directs programs at the Central Virginia VA Health Care System within HBU and have full supervisory responsibility for supervising at least one subordinate team leader or team. The incumbent is responsible for and not limited to:
Assigning and evaluating the work of Lead Medical Support Assistants, Advanced Medical Support Assistants and Medical Support Assistants.
Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management.
Resolving complex problems to ensure patient services are met.
Evaluating new products, equipment, and systems in order to make recommendations for improved operations.
Identifying educational or training needs.
Provides guidance to the facility staff regarding the eligibility and enrollment.
Interprets national regulations, policy, legislation, directives and polices relating to Veteran eligibility and enrollment within the VA in order to develop guidance for compliance.
Corresponds directly with beneficiaries, their family members, care givers, congressional staff, VISN staff and their program managers and facility staff of all levels.
Ensures the developed policies and procedures are communicated to all subordinate staff through performance plans, work assignments and various forms of training.
Participates in monthly staff meetings with all assigned staff to maximize communication and flow of information between leadership and staff.
Sets and adjusts short-term priorities and prepare strict timelines/schedules for completion of work.
Collaborate, communicates, and demonstrates customer service and interpersonal skills with internal and external customers.
Manages fiscal matters, forecast resource and equipment needs, and identify budget needs.
Additional duties or tasks may be assigned by the Service Chief or Assistant Service Chief as needed to ensure efficient daily operations of the Health Benefits Unit.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
One year above high school; OR,
An equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS- 8
Experience. One year of experience equivalent to the GS-7 grade level? Examples of experience would include but not be limited to; evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary; administrative and professional responsibility for planning and directing subordinate staff.

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training in a patient support setting.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
Preferred Experience: HEC Enrollment and Eligibility experience a must.

The full performance level of this vacancy is GS-08. The actual grade at which an applicant may be selected for this vacancy is GS-08.
