The primary purpose of this position, PROGRAM SUPPORT SPECIALIST, GS-0301-09, is to serve as an analyst within the F-16 System Program Office. Analyze basic program logistics support elements (i.e. funding, manpower, supply support, etc.) and develop program tracking and reporting documents. Assist in resolving issues and improve the basic program support elements.
Duties
Works within the F-16 Systems Program Office (SPO).
Support higher graded program managers
Carry out special assignments
Attend and/or participate in courses, conferences, briefings and meetings to expand knowledge of functional processes, procedures and current issues
Provide routine information to leads, managers, and other interested personnel

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of and skill in gathering, analyzing, and evaluating information concerning basic aspects of logistics management operations skill to apply analytical and evaluative methods and techniques to carry out conventional work in support of logistics management and program analysis projects.

EDUCATION: A master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related. NOTE: You must submit a copy of your transcripts

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.*NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of supply procedures and processes, management information systems, funding, and manpower requirements and how it relates to the nature of missions and programs serviced.
2. Knowledge of logistics management policies, procedures, and practices.
3. Knowledge of various evaluative methods to assess, develop and monitor weapon system management performance.
4. Ability to plan, organize and manage critical aspects of research and support of a variety of logistics systems and subsystems.
5. Ability to use office automation tools and techniques for data input and to generate reports, briefings and/or comparable documents.
6. Skill in oral and written communications.
7. Ability to work harmoniously with all levels of personnel within the organization as well as outside the immediate work unit.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is mostly sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT: The employee works in an adequately lighted and ventilated office environment and observes normal safety precautions.
