About the Position: Serves as Administrative Officer by providing administrative advice and counsel to the Division Chief and key Assistants/Branch Chiefs. Participates in the planning, directing, and coordination of the procedural and administrative functions of the Branches within the Division.

Duties

At the full performance level, incumbent shall: Prepare analytical and statistical charts on potential problems relative to records management, timekeeping and labor, manpower studies, internal budget requirements, overhead, performance, costs, budgets, work progress, etc. Serve as the Division point of contact for VIP/DE visits, inspections, conferences, and congressional briefings. Prepare and collect analytical data, required documentation, and formally brief appropriate personnel to coordinate trips, visits, and conferences. Ensure all timekeepers are trained and adequate back up personnel are available. Develop and monitor Division's fiscal year operating budget covering facility accounts, equipment, supplies, salaries, travel, etc. Represent the Division Chief on a variety of substantive, procedural, and policy matters pertaining to personnel functions such as recruitment, position management, employee/management relations, reassignments, employee entitlements, and training. Work with Branch/Section Chiefs to ascertain training priorities and serve as the Division Training Officer by ensuring that all pre-requisites and regulatory requirements have been met before the Authorizing Official approves.

GS-07 Qualifications: Specialized Experience: One year of specialized experience which includes creating and reviewing requests such as personnel actions and outgoing correspondence, managing the division calendars, and using automated equipment and systems to assemble reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Public Administration, Human Resources, or a related discipline appropriate to the position. (Please attach a copy of your transcripts to your application package under document type 'Transcripts'.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06). GS-09 Qualifications: Specialized Experience: One year of specialized experience which includes coordination of records management and administrative functions such as analyzing data to create reports and analyzing financial and budgetary data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Business Administration, Public Administration, Human Resources, or a related discipline appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
