Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Supervisory Program Analyst, you serve as the Director for the Office of Business Operations for the Office of the Associate Administrator within the Health Systems Bureau (HSB). Your major duties and responsibilities include:
Conducting and/or leading complex technical, project management and policy related projects using innovative approaches to advance the Organ Procurement Transplantation Network (OPTN) Modernization Initiative and agency mission.
Leading a team in an innovative and strategic manner to meet goals and priorities of the Agency, including being flexible and adaptable to meet the evolving needs of Agency and Bureau leadership.
Providing counsel and recommendations to Agency leadership on implementation of the OPTN Modernization Initiative.
Understanding the Bureau programs and processes for the purpose of managing and directing the development, integration and maintenance of the Bureau's automated data systems.
Preparing program and project-related reports and/or written analyses and briefings to Agency leadership, including studies, technical reports, presentations, memoranda, briefing papers, and/or other materials for internal policymaking use.

Requirements
- U. S. Citizenship is required.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of minimum qualifying specialized experience include performing the following types of tasks on a regular and recurring basis:
1. Applying IT project management and system development lifecycle (SDLC) methodologies to the design and implementation of new and improved information systems to meet an organization's IT business requirements.
AND
2. Leading projects designed to research, identify, and implement new and improved IT systems, software, technologies and/or services that will enhance the effectiveness of the business practices and services conducted by an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring, and inspecting costs, work, and contractor performance.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
