About the Position: The Civilian Human Resources Agency exercises world-wide command and control over the Army's civilian personnel operational structure to include CONUS/OCONUS Regional Processing Centers, Civilian Personnel Advisory Centers, and Non-Appropriated Fund Human Resources Offices.
This is a developmental position to the GS-12. Salary will be determined based on the locality rate of the selectee.
Duties
Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
Perform special reviews and surveys in conjunction with manpower and management analysis surveys, to identify problems in alignment, supervisor/employee ratios, and career development opportunities in the organization structure.
Analyzes and classifies individual positions descriptions.
Explains the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers.
Develops and/or modifies training modules and conducts one-on-one and group training.
Provides advice and assistance on automated personnel programs such as FASCLASS, COREDOC and DCPDS.
Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers.

Specialized Experience for GS-11: One year of specialized experience which includes: experience interpreting and applying classification laws, regulations, policies, and practices to provide advice and guidance to managers and supervisors; analyze and review management requests for classification actions; interpret and apply position classification standards to positions and determine the correct pay category, occupational series, title, and grade level along with preparing evaluation reports and discussing findings with management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for GS-12: One year of specialized experience which includes: experience applying fundamental civilian human resource classification and position management laws, principles, methods and practices relating to classification which includes experience classifying complex positions, providing management advice on classification authority, conducting job analysis, analyzing and interpreting civilian human resources regulations and policies to provide technical guidance and advisory services in the areas of classification; researching and interpreting a variety of civilian personnel classification laws and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
