About the Position: Fort Riley is uniquely located in the rolling Flint Hills region of Northeast Kansas. Nestled between Junction City (pop. 25,000) and Manhattan (pop. 57,000).
Duties
Serves as Deputy to the Director, Army Benefits Center-Civilian (ABC-C) on benefits actions related to civilian human resources (CHR) functions and Injury Compensation Center of Excellence Workers’ and Unemployment Compensation Functions.
Provides expert advisory and consultative services to the serviced activities and senior staff of installations/activities concerning specific and DoD-wide issues that impact benefits program areas.
Promotes the establishment and achievement of overall benefits and workers compensation program objectives throughout the Army and DoD serviced activities and assists in implementing higher headquarters directives.
Monitors benefits and workers compensation program implementation and administration to ensure compliance with established policies, regulations, and practices.
Monitors production reporting systems and oversees the preparation of reports to HQDA, DoD, and OPM. Acts as the point of contact for coordinating headquarters surveys and other program reviews.
Requirements

- One year supervisory probation is required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience in civilian personnel benefits and entitlement program services including interpreting guidelines, regulations, and directives concerning complex benefits, workers compensation, injury compensation and unemployment compensation cases; conducting research, gathering facts, and utilizing effective analytical and evaluative methods to accurately access information and make sound recommendations and decisions; informing employees about their entitlements and use of grievance or appeal procedures; experience conducting research on human resources laws, regulations and policies to formulate solutions to complex or sensitive benefits and/or compensation and entitlements controversies; AND experience assigning work and evaluating employee work quality and productivity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13 or above]).
