Duties
May serve as lead for FedMall Customer Support and Supplier Account Management Teams, providing oversight of customer
contd and vendor support activities to include management/resolution of support tickets and the development and execution of FedMall helpdesk policies and procedures.
Provides oversight of all facets of customer/vendor support and serves as a primary liaison to the Procurement Integrated Enterprise (PIEE) Customer Support team and the DLA ServiceNow Program Office.
Analyzes reported issues and works with the FedMall technical teams to initiate change requests or develop mitigation strategies to reduce ticket volume.
Serves as senior analyst and advisor for data systems, projects, initiatives and programs that require centralized oversight.
Responsible for providing strategic direction for data sharing policies and practices.
Develops effective, efficient and innovative data sharing solutions to meet functional and operational requirements.
Works with technical representatives and members of DLA, the military services, civil agencies, foreign governments a
contd and Government contractors to provide oversight for requirements definition, design, development, testing and implementation phases.
Ensures enhancements and system changes are collaborated with HQ DLA, military service representatives, and customers when required.
Develops high-level briefings, functional descriptions, system/subsystem specifications and related documentation to the logistics community
contd contractors, DLA, DoD or services/agencies and command staff at Defense Logistics Information Service.

Qualifications
To qualify for a Program Analyst, your resume and supporting documents must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience with applications within the DLA Logistics and Business application suite, including, FedMall, STORES, and DLA Enterprise Business System (EBS)
Demonstrated experience performing extensive coordination with logistics and systems experts in order to define issues and problems in areas where useful precedence does not exist.
Experience using software engineering techniques to develop and modify functional descriptions.
Experience developing software/application test plans and user procedures.
Experience studying, analyzing, and interpreting policy, regulatory material, regulations and manuals and other publications and directives relating to mission operations to ensure program policies and procedures are consistent with regulatory requirements.
Experience performing quality control review to assure technical accuracy, content, adherence to format, visual clarity and quality of data as well as application and adherence to published policies and regulations.
