The primary purpose of this position is: To serve as Technical Training Instructor and first-level supervisor providing planning and direction to, organizing work for, and exercising control over assigned nonsupervisory subordinate employees.

Duties

Plans, organizes, and directs the activities of the 343d Training Squadron Security Forces training, ensuring that the courses taught comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops and/or revises lesson plans and training materials. Instructs students through assigned blocks of instruction at basic and/or advanced technical/administrative levels. Represents the 343d Training Squadron with a variety of installation and functional area organizations and works on special projects as directed.

  • Position has been identified as a faculty member of the Community College of the Air Force (CCAF) which is accredited by the Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC)
  • Minimum degree requirement of an Associate’s Degree from CCAF or a regionally or nationally accredited postsecondary institution in the discipline or in combination with appropriate work experience in Security Forces (cont)
  • (cont) Enlisted and Officer Initial and Supplemental Skills Training and the methods and techniques of instruction
  • The employee may be required to work other than normal duty hours, to include evenings (shift work), weekends, and/or holidays
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Work is performed in a classroom environment that involves everyday risks and common safety precautions. May at times require long periods of standing, moderate lifting and carrying ability (up to 50 lbs)
  • Employee is required to work an uncommon tour of duty. Some work is performed in a classroom environment that involves everyday risks or discomforts requiring normal safety instructions. The majority of instruction is (cont)
  • (cont) conducted in an outdoors environment and will expose the incumbent to noise and environmental conditions subject to cold, heat, and/or dust. Employees may be required to use protective clothing or gear such as masks, (cont)
  • (cont) boots, goggles, hearing protection, gloves, and/or shields
  • Employee is required to carry a weapon (usually a handgun). The employee will have resource protection (weapons and ammunition) responsibilities that could include use of deadly force
  • Employee must undergo sufficient pre-employment background check such as to ensure there is no history of psychiatric, emotional, drug, or alcohol incidents
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing (cont)

Qualifications

Conditions of Employment Continuation: Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition Employee must successfully complete a pre-employment physical and periodic re-examination as required by the employer. Specific physical standards addressed below under environmental factors. A pre-employment physical is a condition of employment Travel between JBSA-Lackland, Lackland Training Annex, and Camp Bullis required. Employee must maintain a valid driver's license and government driver's license This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series, 1712 +IOR. ***THIS IS A CCAF POSITION*** For Community College of the Air Force GS-1712 position only: Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate degree in order for the school to meet accreditation criteria. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One year of specialized experience at the GS-09 grade level (or higher) or equivalent in other pay systems. My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Directing both technical and administrative work of military, civilian, and contractor instructors who provide training to various levels of students in the technical area assigned. Assures that all necessary resources, e.g., curriculum, equipment, facilities, personnel, are available to meet the customer's needs. Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinate's performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related with a major study in education or a subject area related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify forthis position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest. 2. Knowledge of Technical Training initial skills course of instruction at a practical level to include small arms training, nuclear security, police services, aircraft security, common installation defense postures, safety, security, and associated management directives. 3. Knowledge of Air Force technical training administration, policies and procedures to achieve the goals and objectives of the organization. 4. Knowledge of safety, security, personnel management, and EEO regulation, practices, and procedures. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
