This position is located in Washington, DC in the Office of Outreach, Diversity, and Equal Opportunity (ODEO), Office of Administrator HQ, Agricultural Research Service (ARS), United States Department of Agriculture (USDA).
This position serves as Executive Assistant to the Director, ODEO. The incumbent is responsible for providing overall office management and administrative support to the Director, and technical and administrative guidance, and leadership to ODEO staff.
Duties
Prepare and manage Time and Attendance (T and A) and auditing timesheets for staff of the office.
Use a variety of software packages that include word processing and spreadsheets to produce different type of documents in a sensitive and legal environment.
Effectively plan, coordinate, and establish work tracking systems to monitor action items and project deadlines and outbrief the Director on status and percentage of outcomes.
Serve in a liaison role in which contact was made with organization personnel, as well as, individuals in public and private sectors to convey concepts logically and accurately, using tact and diplomacy.
Compiles, assembles, organizes, edits, or summarizes material to be used for providing responses or informative data to appropriate individuals, in order to have the final product assembled in the best possible form.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-08: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-08 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.
For this position, specialized experience is experience utilizing databases; and/or researching statistical and trend analysis to identify support documentation or make recommendations for business efficiencies and effectiveness; and/or creation and implementation of tracking systems for project milestones; and/or serving as office coordinator or manager; screening correspondence for supervisor's signature; and/or procuring, and managing office supply purchases; managing time and attendance records; and/or processing travel arrangements and voucher reimbursements; maintaining supervisor's calendar; writing and implementing administrative standard operating procedures; and /or conducting clerical training; and/or preparing draft presentation materials for meetings/conferences; and/or composing and managing correspondence using office automation software; receiving and directing phone calls or visitors for an office.
Applicant must be able to type 40 words per minute.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
