The CYP Implementation Manager provides oversight and coordination of activities and administration of operational programs and services within the CNIC area of responsibility (AOR). The Implementation manager oversees core Child Development Centers, Youth Programs, and Family Child Care core programs and services.
Duties

Duties include but not limited to:
Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) to direct staff.
Plans, coordinates, organizes, and implements programs designed to enhance the effective use of total resources towards the implementation of operations of CYP activities. Program elements include responsibility for administrative and managerial functions of organization, personnel management, programming, facility management, budgeting, financial management and analysis, procurement, internal controls and information management systems.
Serves as the CYP subject matter expert and advises the CYP Operations Manager, as well as CNIC, Program Managers, Regional Commanders, Commanding Officers, and MWR, CYP program administrators that should be employed in the implementation and operation of CYP activities. Develops and disseminates information initiatives and follows through to ensure that recommendations are accepted and used wherever feasible.
Represents CNIC and actively participates in meetings and conferences covering the Navy's CYP Services as point of contact and/or chairs/co-chairs working groups with representatives of higher echelons within the Navy, the Department of Defense, and the civilian community. These working groups deal with complex program functions that require substantial research to develop new approaches to the way CYP services are provided funded.
As required or requested, conduct inspections of CYP activities, individually or in conjunction with required ongoing headquarters inspection visits. Recommends appropriate corrective actions.
As required, conducts field assist visits to CNIC CYP activities and attends numerous meetings, working groups, and conferences. In satisfying this requirement, incumbent must be able and willing to travel as much as 50 percent of the time.
Serves as a CNIC representative and may participate in functional work groups to develop standards, metrics, and accreditation processes for Navy-wide implementation.
Ensure programs maintain appropriate national accreditation.
Evaluates the content of new or modified legislation relating to the CYP to determine the programmatic and financial impact within the CNIC AOR. Makes recommendations on proposed legislative changes and also translates approved legislative changes to CNIC program guidelines.
Prepares and pre-briefs operational management products to N96 leadership before submission to higher headquarters. Coordinates with peers and subordinates to prepare information papers, papers, reports, surveys, and briefings as required.
Engages with CYP business lines (e.g., Business, Joint Operations) to ensure program policy and guidance effectively supports CY operations and meet DoD and accreditation requirements.
Confers with counterparts from other Armed Forces branches to review and coordinate CY operations including policy and compliance, implementation, and training or to formulate and recommend proposed changes to Department of Navy (DON) and DoD policies.?
Develops strategies for improving and maintaining strong relationships with key stakeholders.
Articulates the CNIC position and resolves issues through discussions with senior military and civilian personnel (05/GS-15 and above) from inter-agency (USDA, GAO, DoDEA, DOT/USCG, DOJ, NRPA, AFYMCA, IMCEA, etc) and inter-departmental (USA, USAF, USMC, SECNAV, OSD, NAVFAC, NEXCOM, etc) and is often called on for expertise. The incumbent meets with senior industry personnel, including lawyers regarding contract negotiations relating to CYP. Additionally, the incumbent will have ad hoc contact with Congressional staffers to explain the impact upon the CYP resulting from Congressional legislation.

- This work is considered mission essential.?? Some weekend, holiday and evening work as a result of the variety of tasks and travel requirements is necessary.
- CONUS and OCONUS travel, up to approximately 50% may be required.
Qualifications

A qualified candidate possesses the following:
Four or more years or more of specialized experience working with managing and coordinating teams to provide developmental programs for children or youth.
Mastery of concepts of program management, requirement determination, policy development, evaluative and analytical processes, and programs implementation.
Extensive knowledge of the Navy operational organizational structure, chain of command, protocol and funding, particularly as it relates to Child and Youth programs.
Expert knowledge of child development and youth programs, functions, organizations, policies, resources and analytical and evaluative processes. Skill in developing, organizing, and conducting executive studies through team efforts is required.
Extensive knowledge and understanding of DOD/DoN philosophy, goals, vision, policy and programs relating to child and youth issues of military members. This includes processes required to develop, evaluate, and defend programs to higher levels in DoN, DoD, and Congress.
Knowledge of pertinent laws and regulations and the process used to effect change including evaluating the content of new or modified legislation for impact to CNIC AOR and translating legislation into program goals and implementation.
Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on CNIC/Navy/CYP program goals and objectives.
Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations. Research methods include interviews, focus groups, working groups, surveys, and data search.
Knowledge of personnel management rules, regulations, policies and procedures governing military personnel, civil service employees, non-appropriated fund employees and contractors who work within DoD.
Knowledge of EEO program policy, goals, and implementation methods involving decentralized and diverse program operations.
Skill in developing, organizing, and conducting executive studies through team efforts.?
