Duties
As Senior Program Development Specialist, you will:
Research policy issues and make determinations regarding what modifications best meet policy development objectives.
Provide executive leadership with detailed explanations regarding the implication of current residential finance issues for the Ginnie Mae program and recommend policy stances.
Review material prepared by the program development specialists and provide edits and corrections. Coordinate review of materials by legal staff and oversee integration of input into finished product.
Ensure that mortgage issuers, other external stakeholders, and Ginnie Mae staff understand Ginnie Mae programs and related requirements.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Providing guidance and analysis relating to residential finance; AND
- Recommending improvements to management processes and systems; AND
- Analyzing and interpreting administrative laws, policies, and regulations pertaining to mortgage lending; AND
- Serving as a liaison to identify and resolve issues impacting mortgage lending programs (i.e., Mortgage-Backed Securities (MBS) programs).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
