The primary purpose of this position is to serve as a Lead Engine Records Specialist providing support for engine records, projects, and studies related to records maintenance for components and engines in world wide support of major weapons systems.
Duties
Serves as Team Lead to ensure the organization's strategic plan, mission, vision and values are communicated and integrated in the team's work plans, products, and services.
Responsible for developing plans and procedures for use in the Organization's new engine workload to provide assistance on data configuration and status reporting on overall engines and components.
Ensures employees perform proper assignments by reallocating engine management resources essential to respond to changes in workload.
Processes and/or monitors engine record technicians of all engine download data from supplied software and equipment.
Complies with safety and health requirements to ensure compliance with Air Force instructions, technical orders, and other directives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing support for engine records projects and studies related to records maintenance for components and engines in support of major weapon systems; assisting in managing and developing engine management programs; and analyzing, evaluating, and providing recommendations/resolutions to problems related to engine workloads. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Completed a Ph.D., or equivalent doctoral degree or have successfully completed three full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position from an accredited university or college. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of a Lead Engine Systems Specialist and is related to the duties of this position. COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to qualify for this position; successfully completed 3 years of graduate level education and I have some specialized experience list above under specialized experience, as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to recognize and analyze a variety of engine record data and errors and conduct research; summarize results and make appropriate recommendations.
Ability to plan, schedule, and take corrective action to meet emergency and regular workload requirements. Skill in oral communication to effectively communicate with senior operations and maintenance personnel.
Knowledge and skill to interpret technical orders, data, standards and instructions, and to relate them properly to the particular control projects assigned in preparing engine production plans and schedules in maintaining effective follow-up.
Knowledge of maintenance organizational structures and skill in the distribution of personnel to obtain a balance in workload of aerospace propulsion systems, subsystems, components, and associated inspection, repair, modification, and supply processes.
Knowledge and skill of appropriate propulsion production/technical processes and material posture of maintenance work centers to assure continuing availability of material requirement.
Knowledge of and skill in the use of automated maintenance information systems and aircraft maintenance documentation processes to collect, compile, and correlate production data from a variety of sources and use that data to determine compliance status of schedule maintenance, inspection, and modification actions.
Knowledge of principles and practices of team building, developing interpersonal relationships, maintaining good working relationships, and leading members as a cooperative team.
Know of safety regulations, practices and procedures.
WORK ENVIRONMENT: May work in an office setting part of the time, but is also required to visit production areas, which involve moderate risks, discomfort, and required safety precautions. Visits to other industrial area take place in all weather conditions. May be exposed to strong odors, fumes from paint, fuels, or chemicals used in the work processes. Regular use of safety equipment is an occupational requirement.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
