You will serve as a NAVIFOR N14 Workforce Planning Division primary Navy Information Warfare (IW) Readiness Analyst. This position is located at NAVY INFORMATION FORCES. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will plan and carry out all assignments necessary for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processed in his/her assigned area. You will collect, review, interpret, evaluate and integrate information from multiple sources in assessing the readiness of manpower and manning throughout Navy Information Forces (NAVIFOR) Information Warfare (IW) commands. You will identify gaps in manning, specify methods and requirements to fill gaps, and evaluate the information collected in response to those requirements. You will provide briefings and studies and present findings to leadership on the readiness of NAVIFOR IW commands. You will serve as the NAVIFOR IW Force Planning representative at meetings and conferences.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Perform data analytics and use knowledge to produce manpower and manning readiness products to ensure effective rating management for the Navy's cryptologic community; Use knowledge of the National Security Agency and Navy elements within the national cryptologic system to document competency, knowledge, skills, and abilities aligned to approve various systems and analyses; Review, analyze and utilize systems to develop data analytics strategies and to produce results and use Microsoft Office products to capture database results and produce flag-level charts and briefs.
