This position is to serve as a base admin/ maintainer for systems control to monitor the base optical network, layer 2 ethernet transport, and legacy transport, the planning, analysis, design, development, implementation, quality assurance, configuration, installation, integration, testing, operational integrity, and/or management of systems for transmission of information.
Duties
Administers, maintains, and troubleshoots the optical transport networks (OTN), layer 2 Ethernet transport network (ETN), and legacy transport systems including hardware/software and develops base wide operating procedures. Analyzes OTN and ETN utilization statistics through data collection and performance measures to ensure the smooth, reliable, and robust operation of communications systems.
Conducts problem analysis to identify trends, ineffective practices or procedures, and equipment
shortcomings. Identifies and documents OTN, ETN and legacy system requirements for specific needs of
customers.
Plans for current and future technology integration and works issues for compatibility and standardization
based on current and projected customer needs. Analyzes OTN, ETN and legacy system utilization statistics,
performance measures, and system profiles to ensure network robustness in serving the business needs of the
installation.
Ensures the rigorous application of information security and assurance policies in the delivery of network
services. Serves as a network security administrator for the OTN, ETN and legacy systems on the installation.
Ensures the optimum performance of the systems security features and equipment. Implements directed technical
solutions provided by the NSA, DISA, and Air Force required to bring the network transport systems in line with
security measures.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Information Assurance Technical Level 2 Certification is a condition of employment and works as a paramount duty requirement. incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below:?Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes - Experience of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; Experience of Optical network and layer 2 ethernet transport network design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; Experience of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and connect and transport user network systems, including security plans and procedures consistent with existing or planned network infrastructure connectivity.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

1. Knowledge of a full range of network system, and legacy transport design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network and system services that support functional requirements.
2. Knowledge of the network architecture, topology, protocols, and security requirements typically found at the base level.
3. Knowledge of configuration management concepts and practices to develop and implement plans for OTN, ETN, and legacy transport systems.
4. Knowledge of network operating, transport system maintenance concepts and methods to troubleshoot network and long-haul transport problems.
5. Ability to analyze component interrelationships and evaluate network and transport systems from an operational perspective.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
