Duties
Serves as Supervisory Contract Specialist with the local title of Supervisory Supplier Operations Section Chief for DLA Energy
Manages and directs the full range of negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and extremely complex types.
Exercises responsibility for the proper application of procurement laws, rules, regulations, decisions, and other directives and sound business judgment on all contractual actions
Reviews proposed solicitations and awards. As required, leads negotiations for major problem transactions, arbitrating and resolving differences, and negotiating counter offers or rebuttals where subordinates cannot reach agreement
Directs, plans, organizes, and integrates the work of subordinates in the performance of acquisition functions, involving complex pre-award, post-award, and contract administration management processes
Ensures proper resources and mechanisms are in place to support the development of ongoing maintenance of Procurement policies, business rules, system enhancements, and training, under the direct from higher management authority
Reviews and approves projects, decisions, and contracts to ensure compatibility and consistency of interpretation; that contracts are executed accurately to reflect DOD/DLA polices and directives

Qualifications
To qualify for a Supervisory Contract Specialistyour resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
The ability to analyze data and identify opportunities of the business acumen, in the acquisition and contracting functions, to include the Federal Acquisition Regulations
Demonstrated interpersonal and leadership skills leading a diverse team.
Applying complex fact-finding, analytical, and problem-solving techniques to perform a variety of complex assignments
Experience with all phases of the procurement and contracting cycle, from cradle to grave
Working with various contractors and vendors to obtain necessary services and/or products for a large organization or establishment.
