THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an HR SPECIALIST (MIL) - Title 5, Position Description Number T5900000 and is part of the WI HQ WI ANG, Wisconsin Air National Guard.

Duties

Purpose: To provide staff assistance, guidance, and direction concerning ANG personnel, administration, training, recruiting, retention, incentive, and budgetary matters to the Administrative Officer, the Adjutant General, the Assistant Adjutant General (Air), state ANG staff and state ANG units, and to provide supervisory guidance to assigned State ANG Headquarters personnel. Provides state level coordination of all military personnel programs, including but not limited to enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training. Serves as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations. Manages the state and federal programs for awards, decorations, special recognition, and other incentive/retention enhancement efforts. Assists in maintaining orderly and efficient accomplishment of the office administrative workload. Conducts research on difficult individual personnel and administrative problems; provides technical and specialized data, background material, and references; and recommends solutions and courses of action to be followed. *** This is NOT an all-inclusive list of duties. ***

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced on mentorship activities. Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment.

Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
