This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Civil Rights Directorate, Office of Civil Rights Field Operations (CG-00H-21), Civil Rights Detachment Region 4, Houston, TX.
Duties
You will serve as civil rights subject matter and program expert on all aspects of the Coast Guard 's EEO discrimination complaints and alternative dispute resolution processes.
Requirements
- Must be a U.S. Citizen or National.
- Must be registered or exempt from the Selective Service. See www.sss.gov.
- Must successfully complete a background security investigation.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
GS-11 - You qualify if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet ALL the specialized experience below:
Assist in the development of specialized briefings, orientations and/or training for managers, supervisors and/or employees on EEO program requirements/responsibilities; AND
Advising managers and employees on EEO policies, procedures, laws, and regulations; AND
Assist with resolution of complaints through Alternate Dispute Resolution (ADR) techniques including mediation; AND
Assist with preparing equal employment/civil rights correspondence and meeting activity specific reporting requirements; AND
Responding verbally and in writing to inquiries pertaining to EEO/EO discrimination complaints procedures and policies.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Note: You must provide a copy of your official transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your official transcripts.
