The incumbent functions as the Equal Employment Opportunity (EEO) Program Manager. This position is located in the Office of the Director at the Michael E. DeBakey VA Medical Center (MEDVAMC), Houston, Texas in the Equal Employment Opportunity (EEO) Office and directly aligned under the Medical Center Director.
Duties
Exercise a high degree of judgment in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment.
Advise management on specific actions to take in support of affirmative employment and on strategies for handling discrimination complaints.
Assist the Office of Resolution Management (ORM), Regional Counsel, and Administrative Law Judges with investigations and hearings.
Assist ORM Field Office personnel (EEO Counselors, Investigators, and Intake Specialists) during both the counseling and Investigative states.
Provide documentation as requested, locating and identifying employees involved in the complaint, discussion resolution options, negotiating settlements, and drafting same on behalf of management.
Provide advice and assistance during the post-investigative states (i.e., hearings, appeals, and compliance phases) for each formal complaint.
Monitors and directs the Alternative Dispute Resolution (ADR) Program.
Assist with the settlement negotiations, conciliation, facilitation, mediation, fact finding, and arbitration that requires an impartial advisor or neutral third party.
Responsible for maintaining a vibrant and inclusive diversity management program.
Conducts studies and analyses on the utilization of minorities and women in the workplace, identifying obstacles/barriers, and outlining alternative solutions to the identified problems.
Develop, implement, coordinate, review, monitor, evaluate, and update all plans associated with the EEO Program.
Report (MD-71.5), Federal Employment Opportunity Recruitment Plan (FEORP), and the Disabled Veterans Affirmative Action Plan.
Conduct periodic evaluations of the workforce to develop data that can be utilized to determine the effectiveness of the EEO Program.
Ensure that the activities of the Special Emphasis Program Managers and their respective committees are carried out in accordance with departmental and local policy.
Serve as the representative for MEDVAMC in establishing and maintaining contact with local community groups which are interested in civil rights and/or equal opportunity.
Provide technical and administrative supervision to personnel assigned to the EEO Program Office.
Establish performance standards and evaluate the performance of subordinate staff, make determinations on grievances, recommend training, and approve leave.
Hear grievances as a first level supervisor, initiates recommendations for hiring, promotion, adverse actions, and implements established Equal Employment Opportunity policies and programs.
Conduct EEO training, including the prevention of sexual harassment, for all managers, supervisors, and employees.
Conduct mandated New Employee Orientation on the Prevention of Workplace and Sexual Harassment of all newly hired employees' employment and ensures that all employees receive refresher training on the prevention of sexual harassment every year.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the Agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: advising management regarding Equal Employment Opportunity (EEO) and Affirmative Employment; analyzing and recommending solutions to problems that adversely affect diversity/EEO and affirmative employment; working with and monitoring an EEO Program; reviewing and analyzing new EEO policy and making necessary program changes; expert knowledge of Federal EEO laws, regulations, and policies assessing potential barriers and developing innovative strategies focused on identifying and defining systemic barriers to equal employment opportunity. This experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: Regular and recurring work generally involves sitting at a desk, sitting in conference rooms and meetings, and occasional visits to work sites. Occasional use of automobile may be required to visit the administrative building and community-based outpatient clinics that are not located on the facility's main campus. No special physical exertion is required.
