Duties
This position is located within the Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM), Pacific OCS of the Regional Director, duty stationed in Camarillo, CA or Location Negotiable.
At the full performance level (GS-13) the major duties of this position include but are not limited to the following:
1. Serves as the liaison between Native Hawaiian/Pacific Islander (NHPI) Community leaders, and the Pacific Region Regional Director, arranging consultations and engagement held to exchange information relating to impacts expected to result from proposed Outer Continental Shelf (OCS) energy and mineral activities. Liaison duties include preparing briefing materials on NHPI matters and on complex Bureau policies that could impact the NHPI Communities, participating in consultation and engagement meetings with leaders of NHPI Communities and the Department of the Interior, and facilitating consultation and engagement meetings under Executive Order 13175, the Departmental Manual, and relevant consultation and engagement policies.
2. Serves as a representative of the Office/Bureau/Department at meetings with other Offices/Bureaus/Agencies, States, NHPI Communities, lessees, and other interested parties to discuss complex and controversial NHPI and related regulatory issues.
3. Reviews and provides expert recommendations to leadership regarding pertinent Federal statutes, regulations, and executive orders in order to determine effects on NHPI Communities with present or ancestral ties to geographic areas in which BOEM is proposing activities.
4. Supports and advises the Regional Director on issues related to NHPI Community consultation and engagement, and makes recommendations on Bureau consultation policy and engagement practices. Independently engages with NHPI Communities to discuss matters of national / Indigenous policy, using expert knowledge of BOEM's regulations, policies and procedures. BOEM uses the consultation and engagement processes to assure a free and active exchange of information and engages with NHPI Communities in a manner meant to emphasize trust, respect, and shared responsibility as part of a deliberative process for effective collaboration and informed decision-making. This NHPI liaison is responsible for successful establishment and maintenance of the Region's NHPI relationships.
5. Facilitates consultation and engagement with NHPI Communities, including maintaining contacts, scheduling meetings, documenting consultation and engagement, and tracking action items that result from consultation and engagement.
This position is being advertised as both location negotiable after selection and with a duty station of Camarillo, CA with the option of telework. If applying to "Location negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
Qualifications
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Experience working in Native Hawaiian and/or Pacific Island communities as a regular point of contact for federal actions; AND
2. Experience communicating priorities and actions of federal agencies to Native Hawaiian and/or Pacific Islander communities; AND
3. Applying knowledge and/or understanding of the relationships and histories of Native Hawaiian communities and/or other Pacific Islander communities with local, state or federal government; AND
4. Applying knowledge and/or understanding of local, state or federal laws and regulations affecting Native Hawaiian and Pacific Islander communities.
