Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of the Pacific Regional Director, Camarillo, California.
At the full performance level (GS-9) the major duties of this position include, but are not limited to the following:
Serves as the confidential administrative advisor to the Regional Director (RD)/Deputy Regional Director (DRD). Determines potentially controversial issues and alerts the RD/DRD and appropriate managers of the impending situation. Briefs the Regional Office managers on new administrative issues and procedures.
Serves as the executive assistant to staff in Office of the Regional Director which includes performing administrative functions such as records management; budget; training; tribal outreach, and policy and procedural management functions of the Pacific Regional Office.
Develops and implements administrative procedures for the Pacific Regional Office administrative staff. Plans, coordinates the administrative functions of Office the Director. Devises and implements methods to track and complete work. Procures materials and office supplies, office space for meetings and or training. Tracks training requests and travel requests. The incumbent must develop plans of action for managing conflicts and schedules for several lead officials while supporting changes, often with short notice, and coordinating with other offices agencies across the Department, as needed.
Provides guidance and visibility in developing itineraries to synchronize to the office staffs travel timeline. Aids in developing schedules to support principal travel. Coordinates and anticipates all the ground transportation to secure the necessary vehicles in support of off-site meetings. Maintains calendar for the RD/DRD.
Provides the administrative support necessary in the Office of Regional Director, including time and attendance, records management, property inventory, acquisition and payment of office supplies, and payments for training requests, purchase requisitions and budgetary matters to ensure correct accounting citations on funding documents.
Assists in the preparation of information for the RD/DRD prior to attendance at meetings or conferences. On the basis of the Outer Continental Shelf (OCS) program and other agency contacts, takes initiative in gathering background information and organizing it for the RD/DRD. Assists in coordination of information being developed by the Office of Regional Director for briefings. Assists Office of Regional Director staff in gathering pertinent information and preparing reports. Reviews and analyzes correspondence, program documents, briefing papers, Notices, etc., flagging potential issues and offering recommendations to the RD/DRD.
Receives and reviews all incoming mail to the RD/DRD including email messages with region tasks, takes necessary action, directs to program office for appropriate action. Develops and implements an effective process to assure Department and agency correspondence is expeditiously handled according to established schedules. Maintains correspondence tracking system, determines and assigns which documents above and beyond Headquarters control will receive Pacific Regional Office response and establishes the appropriate time frames for responding.
Schedules and attends weekly Regional Director's staff meeting to track assignments and tasks. Takes notes for distribution and follows up with action items. Makes all necessary arrangements for BOEM Directorate meetings held in the Region. Attends the meetings and provides support to the BOEM Director and Deputy Director, Regional Directors, and Deputy Regional Directors, as necessary.
BOEM has determined that the duties of this position are suitable for a regular telework schedule, one or two days a week with supervisor approval.
Salary Information GS-09 $66,134.00 to $85,971.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience- To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Must meet all.
Managing executive correspondence to include formatting, proofing, editing, preparing correspondence for signature, and tracking the status of documents;
Monitoring, coordinating, providing information, and developing administrative processes and procedures to facilitate administrative activities for an office;
Preparing agendas, reports, and briefing materials for meetings of high-level executives; and
Managing long-range calendars, scheduling travel, and completing all pre- and post-trip documentation for one or more high level executives.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED)
