This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: ABERDEEN PROVING GROUND
Duties
Serve as a technical expert for the analysis, automation, and support of technology (hardware, software applications) that enable the Communications Electronics Command (CECOM) Publication Services Division (PSD).
Develop solutions to innovate publication management processes and address customer needs.
Acts as project manager for database systems/applications. Develop project metrics and schedules, and report progress to management.
Work with customers to develop requirements, code, test, and finalize database system changes and modifications. Modify code to fix minor to moderate errors and to add additional modules and/or features.
Work with peers or subordinates to ensure accuracy of system data and troubleshoot problems. Work with spreadsheets to insert and extract data from database systems.
Design, code, troubleshoot, and sustain customized application programs, scripts, and low/no-code applications, dashboards, and workflows.
Design, code/develop, troubleshoot, and sustain data visualizations.
Develop, troubleshoot, and sustain scripts and automation tools to support PSD’s eXtensible Markup Language (XML) authoring mission.
Work with internal and external customers and represent the division in meetings with stakeholders and higher headquarters.
Requirements

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Computer Scientist:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience One year of specialized experience at the NH-02 (GS-11) level or equivalent grade pay band in the federal service which includes work that involves: 1. Performing technical and project management duties related to the design, development, production, and sustainment of software applications and complex databases. 2. Designing, coding, troubleshooting, and sustaining customized application programs, scripts, and low/no-code applications, dashboards, and workflows. 3. Researching, testing, and implementing commercial software application solutions to support emerging customer requirements. AND 4. Experience with at least two of the following computer programs such as Coldfusion, HyperText Markup Language (HTML), Structured Query Language (SQL), JavaScript, ASP.NET, JSON, C#, XSLT, PowerShell, eXtensible Markup Language (XML), Power BI, Power Automate, Tableau, Vantage.
Education
To be eligible for this position, you must have a Bachelor's degree in Computer Science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (NOTE: You MUST submit a copy of your transcripts for verification.
