This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as technical expert and authority in the areas of artificial intelligence, machine learning techniques, use of fuzzy logic and/or neural network technology, data mining, design, and evaluation of computer architectures.
Duties
Design test technology, instrumentation, models and simulations to support product acquisitions.
Serves as advisor and consultant on test technology improvement to advance the state-of-the-art and command IT programs.
Keeps abreast of related technology being employed in all command elements, for extending and improving such technology and developing new techniques and methods for advancing the state-of-the-art.
Reviews and analyzes HQDA long-range plans and technical forecasts.
Formulates, guides and directs analytical studies of major importance to advancement of the state-of-the-art technology improvement program automation.
Provides technical management/support for the integration of higher HQ standard and functional proponent systems in the command baseline and target information configuration architecture.
Serves as a member of command task teams and technical committees, acts as chairperson of technical committees and as scientific sponsor for specific technical investigations within areas of expertise.

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technology certification within 60 months as of entrance on duty.
- Must be able to obtain/maintain a Secret clearance.
- This position is subject to the NH-04 non-supervisory salary control point at the GS-14 step 10 salary level per the PEO C3T AcqDemo Business Rules.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirements for Computer Scientist (1550 Series):
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. (Note: You must attach a copy of your transcripts.)
In addition to meeting the education requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes: 1)Collaborating with a wide-range of stakeholders to understand and develop data/information sharing agreements that enable enterprise-wide, data-driven decisions and/or solutions; 2) Developing equipping programs throughout the planning, programing, budgeting and execution process; 3) Providing business software development and knowledge management expertise to the enterprise; 4) Providing formal presentations outlining the history, current status, and/or objectives of projects as required; 5) Assisting with resolving inefficiencies from complex solutions related to architectural design of Army systems of record.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
