About the Position: Serve as a hands-on development role, performing in a leadership/guidance role to drive of technologies for strategic planning. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Oversee the maintenance, operation, and improvement of the software development platform and optimal performance of version control systems (e.g. GitLab), CI/CD pipelines, and security tools.
Responsible for building, deploying, and managing tools within a software development service provider environment, ensuring the platform supports scalable, reliable, and efficient service
Provide technical guidance to the infrastructure support team, driving the adoption of best practices and innovative solutions to enhance the development process and platform capabilities.
Oversee and manage the integration, deployment, and operation of production applications on AWS and Azure cloud platforms, ensuring adherence to best practices for cloud architecture and security.
Provide advice in the evaluation of contractors proposals and capabilities.
Design and implement new requirements and modifications to existing software as well as software upgrade.
Serve as senior technical specialist on development teams consisting of inhouse/ contractor personnel to correct problems.
Work with customers to develop and define system/software requirements to fit operational needs.
Manage and maintain traditional on-premises IT infrastructure, ensuring the reliability, security, and performance of physical servers, networking equipment, and storage systems.
Keep abreast of scientific developments through review of other research and development efforts and through participation and attendance at symposia.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for Engineering and
Technical Management certification within 36 months of entrance on duty.
- Must be able to obtain and maintain a Secret security clearance.
- TDY/Travel up to 25% of the time.

Basic Requirement for Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. (You must submit a copy of your transcripts.)
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: To qualify, applicants must possess one year of specialized experience: (1) developing software systems using techniques such as operating system theory, architecture, or software engineering programming languages to include Java, C, C++,C#, .NET, etc; (2) analyzing software engineering, requirements engineering, and/or computer science problems areas in order to recommend solutions and/ or investments techniques; 3) assessing performance of existing systems to determine future requirements such as hardware/software upgrades, testing and new system capabilities; and (4) troubleshooting reported system anomalies to resolve configuration issues or software bugs.
Education
