About the Position: Serves as a Personnel Operations Specialist providing administrative direction and counsel for an assigned organizational segment that involves interpreting personnel management program policies, practices and procedures relating to a wide range of personnel actions. Performs a variety of human resources management services including technical duties involved in developing, overseeing, and implementing policies and procedures for personnel management program functions.
Duties
Advise management on a variety of moderately complex, non-controversial human resources matters.
Acquire current knowledge of civilian personnel policies, procedures, and act as a liaison between the managers and the servicing CPAC for human resource matters.
Interpret Military Treatment Facility (MTF) application of OPM, DOD, DA and higher headquarters guidance/policy dealing with any of civilian personnel functions.
Provide technical advice in the area of civilian personnel to aid in the consistency with which the MTF interpret concepts, regulations, policies, and directives required in accomplishing personnel management program functions.
Validate strength figures with the budget representative on a routine basis.
Perform continuing oversight and management activities for the administration of the MTF’s Incentive Awards program.
Utilize office automation equipment and systems (hardware and software) to access information contained in various human resource, budget, manpower and other systems to accomplish the assigned work.
Verify a wide variety of pay action documents such as time and attendance records, overtime and night differentials.
Disseminate systems guidance, provide in-house systems training, coordinate/make payroll input, resolve pay and leave problems, and interface with customer service representatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Tier 1 security investigation.
- Work may occasionally require travel away from the normal duty station to perform temporary duty assignments, 5% of the time.

Specialized Experience: One year of specialized experience which includes knowledge of civilian personnel methods, to perform routine personnel work and incentive awards regulations, policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
