You will serve as the principal advisor to the Command Information Officer and Deputy of the Information Technology Directorate, responsible for Information Management, Information Technology, Information Security and related portfolio and program management activities for a worldwide Enterprise information technology (IT) system.
Salary is based on the 2024 DCIPS Stem/Cyber Targeted Local Market Supplement (TLMS).
Duties
You will work closely with the Command Information Officer (IO) in providing direction and operational decision making to all aspects of the Enterprise information technology (IT) environment.
You will serve as the acting Command Information Officer when required.
You will assist with overseeing and ensuring the success for operational planning and service delivery.
You will support the development and justification of a large budget, and you will be responsible for reporting progress and addressing issues during execution.
You will provide management and oversight of collective efforts and staff (civilian, military, and contractor) intended to facilitate strong information technology (IT) governance.
You will provide continual drive toward commodity information technology (IT) through sound enterprise architecture strategies, robust/disciplined program management, and improved information security.
You will improve the delivery of information technology (IT) solutions that support mission/business effectiveness and the respective supported customer base while seeking to overcome challenges to deliver enterprise-wide cost-effective solutions.
You will support the enterprise review process of information technology (IT), information management (IM) and information assurance (IA) requirements, conducting portfolio and program analysis as an integral part of the budget review process.
You will support the collection, collaboration and prioritization of emergent and out-year requirements to provide Research and Development Support Activity (RDSA) leadership with the enterprise-wide perspective for planned investments.
You will plan work to be accomplished by subordinates and initiate ways to improve production or increase the quality of work directed.
You will identify and provide developmental training needs for the organization.
You will develop and evaluate performance standards for the organization.
You will provide advice, counsel, and instruction to subordinates and resolve complaints.
Requirements

- This is a Cyberspace Workforce position, work role code (802 - IT Project Manager), proficiency level (Advanced). The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and DoN policies.

Must have IT-related experience demonstrating each of the following four competencies, as defined:

In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-14) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
Assisting with overseeing and ensuring enterprise procurement and approval of all information technology (IT) hardware and software; recruitment, placement and training of personnel; and assessing and presenting complex technical issues and decisions as it relates to information technology (IT), information management (IM) and information assurance (IA) activities.
Providing budget and programmatic oversight for multiple projects, programs and portfolios.
Leading the development of policy, procedures, and project management standards, and support issuance and administration of related procurements.
Providing supervisory advice, counsel, and instruction to subordinates and resolving complaints within the work unit.
Assigning work to be accomplished by subordinates and initiating ways to improve production or increase the quality of work directed.
