This position is located at Departmental Offices, Management CFO- Info Systems and CIO. As a Supervisory IT Specialist (PLCYPLN/INFOSEC) Security Engineering and Operations Manager, you will supervise a team and work with a diverse group of stakeholders to improve and secure the applications, systems, and digital services (both unclassified and classified collateral) the Treasury delivers to citizens, businesses, and government.
Duties
As a/an Supervisory IT Specialist (PLCYPLN/INFOSEC) Security Engineering and Operations Manager, you will:
Oversee the work of a subordinate staff of IT Specialists (INFOSEC) who are engaged in ensuring the confidentiality, integrity, and availability of all IT systems operated by or on behalf of the Department of the Treasury. The incumbent also plans, develops, and oversees vital IT programs for Enterprise Business Solutions (EBS); determines goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages; and plans for long range staffing needs.
Oversee the work as a technical lead of IT security contractor staff who are engaged in ensuring the confidentiality, integrity, and availability of assigned IT systems operated by or on behalf of the Department of the Treasury. Work closely with the Contracting Officer's Representative (COR) to ensure quality and timeliness of assigned deliverables. Ensure contractual technical direction comes from the COR and necessary contractual issues are escalated to the COR or Contracting Officer as appropriate.
Oversee determination of security requirements through collaboration with system developers, engineers, and other IT personnel through utilization of threat modeling, requirements elicitation techniques, policy requirements, and security operations data.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE:For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Overseeing and assessing security engineering and security operations programs and business capabilities within the context of strategic plans to meet requirements in support of mission objectives and goals; AND
Developing policies, procedures, and strategies to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access; AND
Providing authoritative advice to senior officials on security programs and recommending improvements to security posture
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
