This position is located in the Department of Technology Services (DTS), Systems Development and Support Office, Software Infrastructure Division (SID), PACER Development Branch in San Antonio, Texas.
Duties
The PACER Development Branch is responsible for developing, enhancing, and operating enabling components of the judiciary's Public Access to Court Electronic Records (PACER) system and the PACER Service Center (PSC) web site. The team provides tier-3 support for certain PACER related service desk issues. The incumbent of this position will report directly to the PACER Development Branch Chief.
This incumbent of this position will be responsible for development, maintenance, and support of the PACER public website and all nationally hosted enabling components of the PACER system. Focus will be on secure programming to ensure the program continues with its Payment Card Industry (PCI) Compliance. The requirement is for full-time assistance of a senior level full-stack developer experienced in the development of enterprise-class web applications and web-services using Perl, Java, JSF, HTML, CSS and JavaScript. Work performed must conform to existing project standards, such as use of library code and technical documentation.
Duties of the position include but are not limited to:
Participating in all aspects of the software development lifecycle including requirements gathering, design, analysis, development, testing, support, and maintenance.
Developing and maintaining software systems using C, Bootstrap, Java, JSF, PrimeFaces, Spring Boot, Spring Framework, Perl, and Linux shell.
Developing and maintaining secure web services and APIs utilizing standards such as SOAP, REST, WSDL, XSD, XML and/or JSON.
Designing and creating efficient software solutions independently and collaboratively.
Ensuring all systems are developed for the appropriate level of availability (e.g., replication, disaster recovery, load balanced, etc.).
Developing, operating, and maintaining systems that are in compliance with financial and IT audit standards.
Developing and maintaining unit tests for new and existing software components.
Managing source code repositories and release versions, automating builds and deployments, and integrating third party tools into the build chain.
Assisting in the creation of use cases and test cases.
Participating in an Agile work environment including planning, retrospectives, demos and stand-ups.
Reviewing, validating, and preparing functional requirements/design/system description documentation packages.
Reviewing documentation and modification requests.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience working in software development projects and managing source code repositories, release versioning, builds and deployments.
