This position is part of the National Archives and Records Administration (NARA), in the National Declassification Center (ANDC), a program within Agency Services located at College Park, Maryland. The Center is responsible for the review, referral, and declassification of classified records (both textual and non-textual) 25 years old and older and accessioned to NARA.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Archives Specialist, you will:
Address complex access review requests for Freedom of Information Act (FOIA), Mandatory Declassification Review (MDR), or prioritized review for automatic declassification.
Coordinate records for which NARA does not have declassification authority with appropriate Federal agencies.
Enter and update information in databases for the proper tracking, declassification review and handling of requests.
Make recommendations to management concerning work priorities, processes, and procedures.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Experience with access statutes and policies; AND
Communicating orally and in writing with the public; AND
Delivering reference and research assistance to individuals, agencies and/or organizations.
OR
EDUCATION: You may substitute a Ph.D. or equivalent doctoral degree in a related field or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Supporting general office operations such as managing a database, compiling reports, drafting correspondence, and/or customer service; AND
Providing reference services to access materials.
OR
EDUCATION: Master's or equivalent graduate degree in a related field or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.
