WHAT IS THE Human Captial Office DIVISION?

Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations Human Resources Shared Services
The following are the duties of this position at the full working level.
Provides a full range of personnel management technical advice, assistance, and related services to
management officials and employees within the Worklife Programs Branch.
Meets with management officials at all levels regarding a variety of human resources management problems.
Provides alternative problem solutions to meet management's needs.
Participates on task groups as required.
Answers questions from employees and managers on a variety of human resources management matters
related to the Pay for Performance
Performs other duties as assigned.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:GS-9 QUALIFICATIONS: To be minimally qualified for this position at the GS-9 level, you must have at least one (1) year of specialized experience equivalent to the next lower level (GS-7) in the Federal Service. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Specialized experience for this position includes: Experience analyzing, interpreting, and applying appropriate guidelines, laws, rules, and regulations to Human Resources specialty issues (e.g., leave bank, leave transfer, payroll, time and attendance) to help employees facing personal issues. Experience assisting in advising management, employees, and/or union representatives in the interpretation of a collective bargaining/union contract to follow appropriate guidelines and/or assisting in providing guidance to management and employees regarding issues (e.g., leave sharing/leave transfer, payroll, time and attendance) and maintaining sensitive information; working an assigned workload and experience communicating verbally and in writing with management and employees to advise and make recommendations.
OR
you may qualify based on education as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.B or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
you may qualify with anequivalent combination of graduate education and experience.
GS-11 QUALIFICATIONS: To be minimally qualified for this position at the GS-11 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-9) in the Federal Service. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Specialized experience for this position includes: Experience analyzing, interpreting, and applying appropriate guidelines, laws, rules, and regulations to Human Resources specialty issues (e.g., leave bank, leave transfer, payroll, time and attendance) to help employees facing personal issues. Experience advising management, employees, and/or union representatives in the interpretation of a collective bargaining/union contract to follow appropriate guidelines; providing guidance and assistance to management and employees regarding issues (e.g., leave sharing/transfer, payroll, time and attendance) and maintaining sensitive information; working an assigned workload and experience communicating verbally and in writing with all levels of management and employees to advise and make recommendations
OR
you may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR
you may qualify with anequivalent combination of education and experience.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
