The primary purpose of this position is to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, and external customers for the AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems.
Duties
Serves as a professional accountant to perform accounting work requiring the application of accounting principles, theories, concepts, and practices to ensure financial management and accounting systems produce accurate results and meet legal requirements
Provides management officials with professional accounting advice and assistance related to the impact of financial transactions on program operations
Develops, analyzes, and updates the local accounting processes, policies and procedures required to capture and correlate accounting information for specific programs

- This is a Financial Management level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements
- This is an acquisition coded position. Selectee must complete required certification level 2 in Financial Management within 24 months of assignment
- Selectee may be required to serve a probationary or trial period
- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Financial Management Career Field
- This position follows the HQ AFMC/FM Directorate policy on telework, which requires a minimum of three days of in-office presence, per week, at the duty location of HQ AFMC, Wright-Patterson AFB, Dayton, Ohio
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience as a professional knowledge to perform accounting work requiring the application of accounting principles, theories, concepts, and practices to ensure financial management transactions and accounting systems produce accurate results and meet legal requirements; and prepares and reviews monthly reports and financial statements, prior to submission through organization to higher headquarters and monitors the status of program control and suggests improvements to the program.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Ideal Candidate:
The ideal candidate is experienced in all aspects related to financial management to include accounting and finance focused areas of expertise pertaining to General Ledger systems, General Ledger postings, Financial Statement and Footnote analysis, Inventory Valuation, and audit findings and remediation.
The candidate should have superior communication skills and the ability to build partnerships and lead an integrated team. Has demonstrated high levels of strategic thinking and leadership qualifications to include process improvements and data and analytics initiatives.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the laws and regulations governing accounting procedures.
Knowledge of the professional principles, theories, techniques, and practices of generally accepted accounting principles and standards.
Ability to gather, assemble, interpret, and analyze budget, accounting and related financial reports.
Knowledge of financial management systems and concepts.
Knowledge of and ability to adapt concepts, principles, and techniques of disciplines such as economics, business law, statistics, and data processing.
Knowledge and use of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments.
Ability to plan, organize work, and meet deadlines.
Ability to communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
