Primary Purpose: To deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems.

Duties

1. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. 2. Serves as senior accountant in support of the Financial Improvement and Audit Readiness (FIAR) initiatives with responsibility to ensure process and procedural compliance in accordance with Federal generally accepted accounting principles for AFMC and its Centers. 3. Oversees AFMC organizational priorities and accounting activities to ensure compliance with DOD FIAR plan. Establishes periodic management and program reviews to ensure AFMC is meeting its DOD FIAR plan goals. Meets with key customers and coordinating officials to assess workload/priorities and their alignment with the approved schedule. 4. Establishes and maintains effective working relationship with senior military and civilian managers, supervisors and technical staff assigned to Air Force staff, OSD, AFMC Directorates and Centers. Identify areas of opportunity to achieve and sustain FIAR in accordance with overarching goals of the OSD FIAR plan. 5. Initiates, directs and performs special technical studies. As senior accountant, conducts technical studies and analyses of potential problems or areas of concern. Documents trends and identify process and procedural problems and potential corrective actions. ADDITIONAL INFO: In this position, you will serve as the Air Force Materiel Command Supervisory Accountant. The incumbent will partner with the FMF Division Chief to ensure all Accounting needs are met by the enterprise. As the Major Command (MAJCOM) Accountant, the position provides financial management, accounting, and FIAR/ADA advice and assistance on complex financial issues in support of all HQ MAJCOM personnel (HQs and subordinate units). The incumbent will also partner with DFAS to ensure AFMC needs are being met. Provides accounting and financial management policy guidance and direction in support of all aspects of the MAJCOM worldwide mission.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor"). or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience includes; professional knowledge of and skill in applying accounting theories, practices, methods, techniques, and auditing to ensure process and procedural compliance in performing accounting functions, modify and adapt conventional accounting and analytical techniques to perform a variety of assignments, solve problems, advise upper management on accounting and financial matters; knowledge of accounting automated systems practices and limitation; skill in using computer operations, electronic communications, spreadsheet analysis, database creation and utilization to prepare reports, schedules, and statements; gives advice, counsel, or instruction to employees on both work and administrative matters. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of structure, programs, work methods, and systems of organizations for financial and accounting reporting. 2. Expert knowledge of the commonly used agency financial and accounting procedures, regulations, precedents, policies, and guides. 3. Comprehensive knowledge of Financial Improvement and Audit Readiness (FIAR) Plan. 4. Expert knowledge of DOD and USAF financial and accounting systems. 5. Ability to apply a variety of analytical methods and techniques to evaluate financial and accounting process. 6. Ability to communicate orally and in writing. IDEAL CANDIDATE: The ideal candidate is experienced with the financial and accounting systems; with Financial Improvement and Audit Readiness (FIAR) initiatives; and with policy and procedural compliance with Federal accounting principles and reporting for AFMC and its Centers. All aspects of financial management related to acquisition funding (such as budget formulation, budget development and/or execution), cost performance, and associated cost analysis involved in complex, high-risk programs related to the development, acquisition, and sustainment of aeronautical weapon systems, subsystems, and/or equipment. Has demonstrated high levels of strategic thinking and leadership qualifications though various Integrated Project Team (IPT) efforts, process improvement programs and data and analytics initiatives. Experience with Air Force Working Capital Fund, other revolving fund management, or commercial business activity, oversight, audit, FIAR and budget execution is highly desirable as that is the primary responsibility of this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
