The primary purpose of this position is to serve as a first line supervisor in the Financial Analysis Flight for the 88th Comptroller Squadron. To serve as the Accounting Chief. Deliver optimum decision support to the 88th ABW with capability based financial expertise, and provide superior accounting services for the Wright Patterson AFB community.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Serves as an accountant to perform professional accounting work requiring the application of accounting principles, theories, concepts and practices to ensure that financial management and accounting systems produce accurate results and meet legal requirements.
Works as an accountant resolving technical accounting problems and developing new ways and methods to accomplish office tasks and objectives.
Serves as the senior professional accountant. Responsible for all the accounting activities plus additional advisory responsibility as a budget analyst.

- Must be available to support mobility or Readiness Center operations in and exercise or contingency situation

- The employee must have either (a) A degree in accounting or another related field, such as business administration or finance. Degree must include 24 credit hours of accounting or auditing subjects, or up to 6 credit hours of business law
- OR (b) a combination of education and experience, including at least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provides professional accounting knowledge

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENT:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes professional knowledge of and skill in applying accounting theories, practices, methods, techniques and auditing to independently perform accounting functions, modify and adapt conventional accounting and analytical techniques to perform a variety of assignments, solve problems, advise managers on accounting and financial matters; knowledge of accounting automated systems practices and limitation; skill in using computer operations, electronic communications, spreadsheet analysis, database creation and utilization to prepare reports, schedules, and statements.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional, comprehensive knowledge and skill in applying theories, practices, methods and techniques of government accounting as required by the General Accepted Accounting Principles. This professional position has a mandatory education requirement IAW the applicable Qualification Standard.
Knowledge of personnel, EEO, safety, and security regulations, practices, and procedures.
Through knowledge of all official/automated accounting and budgeting computer systems as well as all feeder systems.
Knowledge of DoD, Air Force, MAJCOM, DFAS, and base financial management, budget analysis guidelines, concepts, principles, techniques, and methodology.
Ability to communicate effectively both verbally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
