About the Position: This position is located with the U.S. Army Corps of Engineers, Huntington District, Strategic Integration Office. You will serve as a Knowledge Management Specialist, implementing district knowledge management (KM) initiatives and serving as the district's project manager and subject matter expert for knowledge management.
This position may be filled at either the GS-9, GS-11 or GS-12 level.
Duties
Develops and implements district-level policy and program guidance governing the implementation and management of Knowledge Management (KM) initiatives.
Develops policy and processes for the capture of knowledge content across the district.
Coordinate KM specific training to senior leaders and the workforce and coordinates knowledge management policies, processes, and tools to ensure scalability and compatibility within the district.
Serves as the KM transformation/change agent for the district.
Identifies internal best KM practices and establishes methodologies for sharing these across the district.
Provides technical expertise and training on system operations, software usage, and web/portal management.

GS-12:
Specialized Experience: One year of specialized experience which includes implementing knowledge management (KM) initiatives; analyzing functional relationships between different organizations in order to identify common goals and provide advice/guidance for project management improvements; anticipating areas of concern based upon data collected; working with multidisciplinary offices to establish programs to improve project functionality; updating policies and analyzing data trends on organizational projects/programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
GS-11:
Specialized Experience: One year of specialized experience which includes assisting in the development and implementation of policy/program guidance of knowledge management (KM) initiatives (including knowledge creation, capture, sharing (collaboration), use and transfer); training others to maintain portals and other KM systems; and assisting in establishing policies/programs to help organizations work together to deliver a project/product.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described above, but less than one year; and have at least two years of graduate education as described above, but less than the required three years. Have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
GS-9:
Specialized Experience: One year of specialized experience which includes using automated software systems or other online collaboration tools to gather and disseminate data, reports and other information to management; communicating with all levels of staff (to include senior leaders) to resolve issues; assisting with the evaluation of project/program performance with respect to knowledge management (KM) initiatives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Finance.
OR
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Education
