Duties

On behalf of OPM, HR Strategy provides consulting services and technology solutions to Federal Government agencies on a cost-recoverable basis. HR Strategy includes three subordinate program groups: Strategic Consulting, Federal Classification Center, and USA Performance®. Strategic Consulting comprises three subordinate groups (Performance Management; Workforce Planning; Organization Design). The work in Strategic Consulting includes a wide range of human capital implementation services, such as workforce and succession planning, performance management, restructuring, and organization design. This position is with Performance Management. For this position, typical duties may include: Lead multiple performance management consulting projects, ensuring work performed by project team for customer agencies is within established budget, scope, and timeframes. Advise and work with federal agencies to design and implement individual and organizational performance strategies and performance plans to better meet mission requirements. Synthesize and analyze performance management-related data and use it to write reports that present clear insights, viable recommendations, and tangible solutions. Brief, facilitate focus groups, and/or train customer agencies on the full range of performance management topics (for example, individual and organization performance, employee development, performance process improvements). Develop detailed proposals, including timelines, expected deliverables, and cost estimates, based on identified customers' needs.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. GS-13: You qualify for the GS-13 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties: Developing and delivering training to internal and/or external stakeholders; AND Advising stakeholders on how to address their complex problems and needs; AND Managing one or more projects (for example, coordinating resources, timelines, deliverables); AND Developing project plans and/or strategies to address internal or external stakeholders needs, AND Writing final findings and recommendations for stakeholders' use. Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
