The primary purpose of this position is to perform specialized procurement duties to act as senior Small Business Specialist (SBS) to the Group Director of the Office of Small Business Programs.
Duties
Plans the overall approach to meet small business program objectives for procuring a variety of complex requirements
Reviews and advises on complex and/or diversified supplies, services, and/or equipment.
Serves as principal business advisor to a wide range of customers.
Participates in special projects and initiatives and performs special assignments in support of the small business office.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. I have or will have within 120 days of closing of this announcement, 1 year of specialized experience includes that I meet the mandated bachelor's degree and at least 24 hours in business-related courses credentialing standards AND I have at least 52 weeks of specialized experience at the next lower grade level of GS-12 or equivalent pay band in the Federal Service. Specialized experience is; dealing with small business principles, laws, statutes, executive orders, regulations, policies and procedures to enable the employee to serve as focal point; Ability to implement and provide the best, most efficient contracting strategies; contracting policy and procedures in support of small business utilization programs as well as full range of acquisition techniques and methods including: contract types, negotiation techniques, contract administration procedures, contract termination procedures, contract price and cost analysis procedures and techniques. NOTE: You must submit copies of your official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of business practices and market conditions used to evaluate responsiveness: contractor responsibility, contractor performance, and other wide-ranging contract actions when these actions arc not very well defined or well precedented.
Knowledge of basic acquisition planning.
Comprehensive knowledge of and ability to apply procedures, requirements, regulations and policies related to specialized expertise in the work unit, including the ability to maintain credibility with others on technical matters.
Comprehensive knowledge of statutes, regulations and procedures so as to be able to perform Small Business procurement functions that are not very well defined or well precedented.
Ability to use office automation tools and techniques to support operations.
Skill in oral communications to present sensitive recommendations to higher authority, promote effective outcomes in Acquisition teams, and represent the department or agency on process teams.
Skill in written communications sufficient to develop and publish acquisition guidance and other material.
Skill in interpersonal relations.
Ability to negotiate.
Ability to recognize and analyze problems, conducts research, summarize results, and make appropriate changes/recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
