About the Position: Directs a Sexual Harassment/Assault Response and Prevention (SHARP) program for an assigned organization. Serves as a principal authority, strategic advisor, and advocate for SHARP policies and programs; develops strategic plans and policies to support response and prevention elements of the sexual harassment/assault program and conducts assessments to ensure policy/program effectiveness; prioritizes victim care in cases of SH/SA and associated retaliatory behaviors.

Duties

Apply legal, regulatory, and operational program guidance to the management of sexual harassment/assault (e.g., SHARP) cases and reports. (e.g., Reviews correspondence for compliance with agency correspondence directives) Utilize crisis intervention and situational assessment and analysis techniques to provide support and assistance to victims of sexual harassment/assault prevention, response, and victim advocacy. Monitor overall quality of information in databases (e.g., Integrated Case Reporting System (ICRS)) to ensure sexual harassment data is handled in accordance with established guidelines. Assign work to subordinates based on priorities, considering the difficulty and requirements of the assignment and the capabilities of employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret Security Clearance and enrollment in Continuous Evaluation is required.
  • Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
  • Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
  • (continued) In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
  • Incumbent must attend and graduate from required SHARP training courses within six months of employment.
  • (continued) While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee’s qualifications and skills.
  • (continued) The detail or reassignment will be without promotion or demotion and will be until the DoD Sexual Assault Advocate Certificate is provided.
  • Incumbent must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • In the event that D-SAACP certification expires, is suspended, or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
  • Incumbent may be subject to occasional 24/7 on-call SARC responsibilities.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • State Criminal History Repository check is required for all states of residence in the previous five and/or up to ten years.
  • Incumbent must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • Five years or more providing SH/SA advocacy services in the military or private sector is preferred.
