The Rivers, Trails and Conservation Assistance Program is located within the Land, Water and Conservation Fund Division. The incumbent serves as an employee development advisor and consultant. The Training Specialist works with customers to develop employees toward improved individual and organizational effectiveness. Duties

The major duties of the Training Specialist position include, but are not limited to, the following: Design, implement, and coordinate the instruction of training that address the technical knowledge and skill needs of employees. Evaluate program effectiveness and produce reports to program managers. Manage training program budget, develop strategies to fund program needs and maintain financial accountability. Collaborate with program and business partners to accomplish tasks. Provide employee development consultation to program staff. Duties will be developmental in nature when filled below the full performance level.

All qualifications must be met by the closing date of this announcement-05/15/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. BASIC REQUIREMENTS To qualify for the 1712 Training Specialist job series, you must possess one of the following basic qualifications by close of the announcement. EDUCATION: Undergraduate or graduate level education in the major study of education or a subject area related to the position to be filled. You must include transcripts. -OR- EXPERIENCE: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/ course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Your resume must include hours worked per week. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. -AND- MINIMUM QUALIFICATIONS To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include the following: Assisting in the development job aides and professional learning plans, conducting research relating to instructional courses that meet defined professional core competencies, analyzing and reporting project data to program leadership, documenting records from classroom and program sponsored learning activities. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or; 3 full years of progressively higher level graduate education leading to such a degree, or; LL.M., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. Your resume must include hours worked per week. To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: Developing learning aides and professional learning plans, leading research relevant to program needs and developing core competencies, facilitate and conduct training and other learning and development activities, managing a budget and conducting procurement duties for training needs, advising leadership in developing program management strategies, conducting learning needs assessments. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or; 3 full years of progressively higher level graduate education leading to such a degree, or; LL.M., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. Your resume must include hours worked per week. To qualify for this position at the GS-12 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: Leading and designing curriculums and learning guides, coordinating and conducting research in developing core competencies, collaborating with leadership to develop program management strategies, consulting staff in professional development planning, managing and a budget and determining appropriate methods to procure training needs, and providing mentorship to lower graded specialists. There is no substitution of education for experience at the GS-12 grade level(s) of this announcement. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
