The primary purpose of this position is to serve as an Information Technology (IT) Specialist with responsibility for managing Local Area Network/Wide Area Networks (LAN/WAN); and accomplishing network defense functions essential to daily operations and training within the 299 Network Operations Squadron (NOS).

Duties

Administers the Local Area Network (LAN) and Wide Area Network (WAN). Conducts problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings. Plans for current and future technology integration and works issues for compatibility and standardization based on current and projected customer needs. Ensures the rigorous application of information security and assurance policies in the delivery of enterprise network services.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O.
  • Information Assurance Certification is a condition of employment.
  • This position includes information awareness (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of the six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • This position has been designated IA Primary/Technical/Level II, Security + Certification.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes applying network systems design, development, testing, installation, operations, management, and maintenance concepts and methods; and the organization's network architecture, topology, and protocols. Application of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. 2. Knowledge of the network architecture, topology, protocols, and security requirements typically found at the enterprise level. 3. Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs. 4. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. 5. Ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. 6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
