You will serve as a SUPERVISORY PROGRAM MANAGER in the N8 RESOURCES, REQUIREMENTS & ASSESSMENT of NAVAL SPECIAL WARFARE COMMAND.
Duties
You will provide direct supervisory program management of subject matter experts and analysts in the Naval Special Warfare (NSW) Command and Control, Communications, Computers, and Cyber Special Reconnaissance (C5SR) Programs branch.
You will oversee Acquisition Strategy Managers (ASMs) (also known as Requirements Officers) and subject matter experts (SMEs) responsible for integrating USSOCOM and Navy acquisition programs into the operational NSW force.
You will resolve shortfalls, coordinate reprogramming and realignment actions, and conduct unfunded requirement analysis as required within the NSWC staff and across the NSW enterprise.
You will lead proponent for closing validated capability gaps in NSW C5SR Programs and principle NSW representative for C5SR Programs capabilities to USSOCOM, Department of the Navy, academia, and industry.
You will perform technical and administrative duties including but not limited to, planning and assignment of work to be accomplished, travel approval, conducting regular performance evaluations, and setting long range work plans and schedules.

- You will be required to obtain and maintain an interim and/or final TOP SECRET SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is subject to random counterintelligence scope polygraph examinations.
- You will be required to obtain and maintain eligibility for selected Special Access Programs (SAPs).
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You may be required to travel on military or civilian aircraft, waterborne craft, deploy on board ship and serve on
remote sites.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- MSP/PPP applicants must currently hold the required security clearance.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing oversight and supervisory program management to develop, interpret, implement, and resolve a wide variety of highly complex and controversial technical and management issues related to the development of program funding profiles and elements of cost in support of strategic plans AND making recommendations for the restructuring, reorienting, and recasting of immediate and long range goals, objectives, plans and schedules to meet substantial changes in legislation, program authority and/or funding.
